English Councils Intend to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a latest study of municipal councils, UK councils are planning to offload community centers, sports centres, and retail spaces as they bet on a fire sale of assets to balance the books.

Growing Fiscal Challenges Drive Asset Sales

The Key Cities Group representing major urban areas in England reported that 60% of local authorities are planning to sell assets to cover the rising costs of social services for vulnerable individuals.

Local governments have in the past come under fire for selling public land and land to support their budgets, but they contend they must continue to generate essential revenue from property disposals or declare themselves bankrupt.

This coalition said that a high proportion of authorities attempting to raise money from a fire sale of assets marked “a clear change from 2024, when the largest share (60%) of local leaders stated they would prioritise restructuring services and using savings to manage increasing fiscal pressures.”

Specific Cases of Planned Disposals

Medway Council in Kent announced its asset disposal plan included the disposal of a retail complex in Rainham and a community venue in another town to raise 20 million pounds over the next half-decade.

  • A local golf course and business parks held in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be disposed of under the strategy.

Local Levy Increases and Broader Financial Pressures

This research of local authorities in the coalition, which includes several urban centers, further found that more than 70% of authorities will need to increase local levies next April to address the rising cost of essential services, increased rates of housing insecurity, and a persistent housing shortage.

Medway council said it will proceed with property disposals after steep rises in the cost of youth support, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are adopting innovative approaches but certain measures require time to achieve both better provisions and financial savings,” stated a council leader.

He added: “We face demographic pressures which will persist to add to the strains we have. As a unitary authority, we had a drastic reduction in our revenue support grant from 2010-24, which is very challenging.”

National Patterns and Forecasts

A survey of county councils recently also found local finances being stretched by the increasing figures of young people and older individuals needing Send support.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to cope with rising needs.

Ministers have delayed scheduled changes to the Send system until the coming year after a white paper outlining those reforms has been postponed.

Deprivation and Financial Gaps

According to the latest deprivation measures (the Index of Multiple Deprivation) for UK local authorities, many key cities members were included in the most deprived in the country.

  • “Participating urban centers like several major towns place in the top 30 across the country under the 2025 IMD measures,” noted the study.

“Although only a single urban area is in the top 10 for deprived neighbourhoods countrywide, urban areas are far more likely to be in the worst-off 20% of England. The data underscores the extent of difficulties facing local leaders across major urban centers in the next twelve months,” the report concluded.

“Local government leaders have been clear about the necessity for a fair and sustainable financial structure that accounts for and responds to the real levels of deprivation and need,” stated Michael Mordey.

“Lacking this, councils will persist to face difficult decisions around which essential services to allocate spend to, and which to cut, to the disadvantage of their residents.”

One in five of local authorities have cut or compromised care services in the last year, the study revealed.
